The internet was practically founded on freedom (well, military defense purposes, but still), and call me a conspiracy theorist, but these could be baby steps towards control of this free medium.
The 'net is information and collaboration at your fingertips, and the corporations are fuming because we aren't paying through the nose for it, like almost every other service available.
Just my two AU $0.02.
