It seems to me that the characters freely interact with each other based on their motivations and to a lesser extent their opinions of each other. Thinking through a character like that seems like it would be a difficult and stressful chore, especially with the threat of a deadline for the story's production.
It seems to me that the current technique is to use a set of "determined" characters who are dead set on achieving their aims, and putting the protagonists "in the way of" these characters. The protagonists are thus shaped by their reaction to these "determined" personalities. This technique is easy to master and simple to expand: if you want to tack on an accessory character, all you have to do is create a back story between them and the "determined".

I usually for longer stories come up with an idea then, fill in the beginning, middle, and end.
Then after that's it's just filling in the pieces in between like character's backstories and such to make it all fit together. I have plenty of stories written, now I just need to make them.
