I was thinking of creating a Python/PyGame/Numeric based RPGToolkit/Library. The basic concept would be a set of tools that anyone can use with any langauge (as long as they build/have some code to import the data), written in Python/Pygame etc to be cross-platform with little problems.

Of course the library that will come packaged with it will be Python/PyGame specific, but it shold be fairly simple to write importer/exporting tools in other langs. I already have some absic functions mapped out that could easily work in C++ and Allegro. But the primary focus would be Python/PyGame just because of the severe lack of such tools in that environment (ie: in C/C++ you can find tons of map-editors and map engine libraries on the net)

I already have some basics done (map editor + map engine library, character editors, etc)

Yeah, market studies are bullshit. People should waste as much time as possible on tasks without any concept of the demand for their work.

Myself, I have no use for any toolkits.

I am interested in seeing your toolkit, but I probably won't actually use it, at least not without modifying the crap out of it. Canned toolkits rarely give me enough flexibility to do what I want to do.
