Well, if you have modplug tracker, go into the sample editor. There's a downsample and upsample button. ;)

Dunno where you heard that, but I have no idea why a different tracker would make .it files 'terrible'. That .it I made for this purpose was done in modplug.
The only thing that makes an .it terrible is the tracker lacking skill. =p

Maybe it was just the old versions that didn't compress...?
