I really don't understand why people prefer 3D over 2D. The actual image on the screen is 2D, and the artist is always going to a better job at rendering the object in 2D than the graphics card - especially since the artist isn't limited by polygons budgets and real-time constraints. If the game design requires 3D, by all means, make a 3D game. It might even improve the look of the animation, because it gives you options that you don't have in 2D (such as looking at the same scene from different angles and with different lighting). However, the actual individual frames of animation are never going to look as good as those produced in 2D.
As for display resolution and color... Clearly, high resolution and 24bpp color give the artist more options, and can therefore be considered "better" in a purely technical sense. They also give the artist more room to mess up, and make pixel-accurate artwork that much more difficult. In theory, high-res 24bpp games can blow even the best SNES games out of the water. In practice, they rarely do, and Seiken Densetsu 3 is still my top candidate for best-looking game of all times (although Gumboy is also a strong contender - too bad I can't stand the gameplay).

Obviously, whether the artwork is good or bad is dependant on the artist. Its like giving a person who can't draw Photoshop and an experienced artist MS Paint.

I really don't understand why people prefer graphical games over text-based games. All of those silly graphics just get in the way of the game play. Especially because the writer is not limited to ugly, pixelated graphics to describe a given scene or action. Oh sure, if your game requires graphics to actually allow you to play the thing, go ahead and make it. But seriously: text will always describe a scene better than some heavily pixelated static image will.
In fact, why even have a display mode greater than 80 characters by 25 characters? Screen resolutions above that (say, at the pixel level, somewhere around 320 by 240) can give the writer more options, so are probably "better" technically. But they can also display text like crap, which the unwary writer can easily do. In theory, graphical games can blow text games right out of the water, but in practice, they rarely do.
