In a word, yes.

On one side, you have the politicians and the big corporations. They have no motive for attacking the people, since they are already in control. They may squabble with each other, but they don't have to resort to violence. Ultimately they are all in collusion.

On the other side, you have the people. They have a motive for attacking those in power, but they lack the means to wage an effective war. They are too divided to make a stand. They have no leaders of their own, because any leaders that arise will inevitably either join the politicians and corporations or be crushed by them.

You may see small acts of rebellion: riots, acts of civil disobedience, even acts of terrorism. They will not escalate into a full-scale war. Those in power will use not allow that to happen.
