In terms of graphics, I tried creating a wiki which tried to educate on color theory and drawing techniques at low resolution, but it fell kinda flat and got taken over by spam bots. I also created Inspragal. As far as the increase of design expertise goes, it seems best to increase Inspragal's breadth and compare special use cases of specific techniques (for example, deserts at X resolution, trees with X amount of colors). Maybe I should use the Inspragal wiki I made (for keeping track of rip project progress) as a place to study the technique.
I'm gonna add dotted line drawing to my sprite editor, because dithering seems to be the most important single concept in pixel art. Probably add a noise fill too. Honestly it seems like noisy dither is more appealing than formulaic dotted lines.
The need for randomness is a major design problem. Tools which facilitate the random selection of alternative will speed along the design process without loss of quality.
