I see I've neglected to answer why RPGDX is currently not enforcing avatar limits. Thing is, the forum has no idea how big the avatar actually is because it's loaded from a user-supplied link. It does state though, that 80x80 is the maximum allowed and moderators can take care of people breaking that law.
I'm still planning to switch to avatar uploading. It would allow the forum to check the size (both kBs and width/height) and the user doesn't need to upload his avatar somewhere by hand.
