If you legally buy your QuickBASIC compiler, yes. Good look finding that..... ANYWHERE. Holy crap is that hard to find.
But really..... no one will buy a QB product, unless you're already working for a company and you're creating programs that don't require a whole lot of breathing room. (Bank software has been known to still run on QB :P)

It's an interesting question, not even out of date because we have just had DeveloperX announcing the sale of his tile editor for commercial use once it's finished, done in QB.
Personally I think it is, put then I never bothered to read Microsoft's license on the QB software and compiler. You at least have to have purchased your QB compiler I think.
Edit: Ok, answer made clear my post above. :-)
