It can be done using Internet Explorer, once you have acces to an FTP server you can just type this in the adres bar:
ftp://username:password@www.website.com/
IE will show you the files already on the server and you'll be able to just drag & drop your picture there. You'll have to make sure to put the file in a directory that is accesible for http acces, though.

I have used WSFTP for years, but I recently tried smartftp and its pretty awesome too.
