I have the scrolling engine ¼ to half-way now, and I would like to share what I have so far with you.

Note: The tiles are from a while ago, and most likely won't be used. The red block is an NPC placeholder (cannot interact yet), the green block is a chest placeholder (cannot interact yet), and the blue block is obviously the player. I would have a better map to illustrate the camera functionality of the engine, but I just didn't get around to it.

Since my normal server is spazzing out right now, here it is on freewebs.

Also, upon release of this project, I will have the source code for both the game and the editors complete with it, so others may learn or use helper functions from it.

If that games an overhead one, id prolly give the snow a lower Y speed.

I know, I know. The map files have a variable that says for that effect to be on or off.

and id randomly spawn the snow around the screen, not just at the top

It's at a good speed, and when the snow is spawned at a random place instead of just the top, it flickers and looks like some starship battle in space.
